CBCC Africa is seeking to recruit a Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to be based in Nairobi.

 

Job Summary

CBCC Africa seeks to expand its portfolio by recruiting a Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer who will support in establishing and maintaining a robust monitoring and evaluation system to ensure high-quality, adaptive programming that is delivered in an efficient, effective, and quantifiable manner. Under the direct supervision of the Technical and strategy director, and in close coordination with the Programme Manager and Project Officers, the successful candidate will design, oversee and implement all monitoring and evaluation activities of the organization. In addition, this position will ensure that performance monitoring and results reporting tools and processes across the entire programme are in place and effectively implemented as per the standards. S/he will lead in designing and implementing surveys/research, analyze data and contribute to report writing and dissemination of results.

Responsibilities

Monitoring and Evaluation

  • Review information flows already established at programme and project levels, identify gaps and design a comprehensive MEAL system that provides necessary programme data for reporting, learning, and quality assurance.
    • Work closely with the programme teams and local partners, to ensure effective monitoring, evaluation and reporting of programme activities and results.
    • Develop a system for reporting and validating programme data (Excel, Access, etc.)
    • Develop and deploy tools for data collection using mobile technology
    • Compile progress against indicators and report back to the team according to the monitoring plan.
    • Actively participate in any additional evaluation M&E activities including but not limited to baseline surveys, mid-term, end line surveys, evaluations, households’ surveys
    • Continuous development of standardized M&E tools as needed at programme and project levels, including training relevant M&E and programme staff.

Programme Support

  • Build the capacity of all relevant team members to implement programme monitoring tools, accurately enter programme data into relevant databases, and enable them to develop excellent reports and other documents.
    • Develop a system of robust documentation and sharing of case studies, lessons learned, best practices and success stories on the projects.
    • Provide relevant M&E technical assistance and planning during the development of projects, including the development of programme and project indicators and targets and results matrices.

 

Education and experience
  • Degree preferable in Monitoring and Evaluation, Business Administration, Economics, Statistics, Population Studies, Demography or Development studies.
    • At least 5 years experience in programme monitoring and evaluation.
    • Previous experience working with/on Development Partner funded programmes is preferred.
    • Relevant experience in field survey/data collection (qualitative and quantitative) techniques, data entry, data verification, and analysis.
    • Good understanding and skills at database management with specific emphasis on beneficiary tracking.
    • Experience in designing and implementing surveys.
    • Strong computer literacy with full knowledge of MS Office applications. In addition to Microsoft Excel, the incumbent should demonstrate fluency in use of at least two data management software
